How easy is it to build your own operating system?
Pretty trivial. If you start from memtest86+ you'll have a template for how to interact with the bios, and if you go the UEFI route you'll have an even nicer interface. You can pull device drivers out of the Linux kernel and rewrite them. And from there you add enough system calls for the bits of libc you want to use and you're off!

For a more interesting use case, how would you boot directly into an application (app runs at ring 0, no other processes exist)?
